One is that most of the girls have formed a kind of quasi union where they set the price at $150 or even $200 and collectively try to enforce that price. They are pretty effective at it.
The second part of the equation and the reason those policies are able to stand is that a large number of North American men pay the obscenely high (for Latin America) prices. A lot of guys even tip and give gifts on top of that. Still others respond to Western Union requests from the girls and send additional money. The frequency with which this happens demonstrates to the girls that there are a lot of guys that are easily taken advantage of and easily separated from their money. As such prices continue to go up and service and attitude continue to go down.
Costa Rica suffers from the same exact dynamic, but it is a little cheaper there, I think because Panama gets a lot more business and well-heeled travelers that interact with the girls. If you want good service without price-gouging, you have to go to cities and / or establishments where there are not a lot of North American guys.
I reside in Panama City and have found out how mongers fuck up prices. It is becoming harder and harder to find chicks at a reasonable price. What I do is that I shop around and tell the ones that want more than $70 to fuck off. So far my limit is $60 and I have no regrets. The ladies are beautiful and provide excellent service.
