Usually visit in NOV or DEC, but might get opportunity for end of March?
So how different is it in Pattaya in March vs. Nov?
Would it seem the same or would there be obvious differences? (ie more or less PRETTY girls?, Busier or less busy?, etc.)
Are the bars and hotels usually busy in March? What type of weather can be expected in March?
In particular, how much rain can be expected?
What are the Pros and Cons of visiting in March?

King's birthday is a big thing. Most bars honor the holiday and abide by the rules of no booze for the day. Some do offer it, but behind closed rooms. Open bars on the outside were very empty except for a few customers eating food.
365 days and only a handful that requests bars to not serve alcohol. Thailand's still up there in ultimate party country.

On average, March is less busy than November (hotels have more rooms available, but the girls are less numerous usually).
Weather is hotter in March (probably by more than 5°C during the afternoon and a lot more from the evening till the next morning) than in November.
Both months are pretty much equivalent regarding the amount of rain (usually no or almost no rainy days then).

then it’s time to return to los again for another two weeks. it will actually be the 5th time this year, mostly short trips, but still it’s been a good thai pussy year. i booked a 46 m2 studio at nova park. it has some mixed reviews, but it was just below 1000b a night at agoda, so i decided to test it out and booked 2 nights there.
i make a new record at the airport and i am through the passport control only 20 min after i arrived, so still have 2 hours to departure, or actually 3.5 since the flight will be delayed i was told. but as it is a problem in istanbul my connecting flight is delayed as well. 1.5 hour my ass, we leave 5.5 hours delayed; just the info keep being adjusted. luckily there is free wireless at the airport so i manage to kill some time reading this and other forums. i also found out through the turkish airways homepage that the bkk flight is delayed by 6 hours, so it lifted a huge burden of my shoulders. loosing 24 hours of a 14 days holiday would suck royally. 6 hours i can live with. how did we manage before we got mobile phones and internet? it’s good to be slaves of the gadgets.
one aborted landing and then we touch down in foggy istanbul. i forgot my book in the plane so i might as well start typing this trip report. al hamdulilah, a lot of hajjis in white bed sheets at the airport in istanbul. i think i will have more fun than them. so i head off to the turkish airlines lounge, which is closed, but door is open though. but it’s just full of snoring passengers who have probably been stuck for hours. so then it will be a coffee instead. bkk flight is boarding, no it’s not. just on the bloody screen. it even comes up last call, but there are no staff there, and no plane at the gate, and then they change back to wait in lounge. a new time appears and the same bloody thing happens again one hour later. one thing is for sure. turkish airways sucks when it comes to info. i’m tired, i’m horny and i should have landed in thailand soon. now, the new boarding time is 1000. and we actually start boarding some time after 9. but then we sit in the waiting lounge until 1030 before boarding the plane, which doesn’t take off before 1130, 4 hours after the plane should have landed in bkk. have to forget about my plans for devil's d today.
so instead of arriving just after noon we land at 0120. i’m sitting in the front of the plane and i’m soon the first passenger towards immigration. i catch up quite a few other passengers from other flights on the regular speed march, 10 min queuing for immigration, some waiting for my luggage. then buying a new sim card and negotiate a taxi and off to pattaya. i arrive at nova park at 0330 in the morning. then i head off to meet s who stays in soi buakhau (one of many spellings, from now on just called soi b). we head of to insomnia. and it’s quite crowded, but as most discos to dark and noisy to sample the quality. so we just have a beer there and end up in a beer bar complex on walking street. and i start feeling that i’m seriously tired. i think i was in bed around 0630.
I woke up at 2 PM, but should have slept for a few more hours. I meet H for a late lunch and later S joins us and we head over to DD at around 6. 4 girls in the line up only. S was quite determined to go, but the selection was to meager for me. Actually there is no selection when 2 guys are taking 2 girls each. In March the weather as noted is much hotter! Too hot for me personally! This year it was not only hot it was very humid as I remember. April is Songkon ( The water festival ) some like it and some leave town or don't bother to visit during that period because they get soaking wet! As for the rain I normally say to people " don't even thing about it too much to enjoy to let rain get in your way "
Hotel? Well I don't stay in them but it should be less than high season Nov/Dec.
March and April is when school is out and some girls with or without kids go home during this period to spend time with them. From what I see it is normally for a month. But can't answer your question about whether the good looking ones go or stay is really a impossible question to answer!

I have been a regular reader of ISG but do not post much which I am trying to change now. I was in Pattaya during Song Korn for two days and then in Bangkok after that.
