However, EPM will not provide services for those just renting an apartment without a Cedula, versus being a property owner.
Claro is, and were a bunch of assholes and a pain in the ass. I tried to get cable service not having a Cedula, showed them the paperwork for the apartment, along with EPM providing service but they refused and said come back with a Cedula which I obtained within a few weeks so I finally got cable service.
As far as getting a BanColombia account it was very easy, at the time I was a student at EAFIT and the branch allowed students with a Passport to open an account.
The thought of driving a car or having a motorcycle in Medellin, well I have to commend you on that one. As your fully aware, pedestrians are considered road-kill as they do not have the right of way. It's one of the things in Colombia I will never understand. The people can be so formal and polite, including the taxi drivers, yet if your trying to or about to cross the street, you basically don't exist and they will literally run you over.

I rented a car in MDE once (1st and last time) and driving from poblado to centro was enough of a clusterF for me to give that idea up. Driving the car back to the rental store, I saw a truck wipe a motorcyclist off his bike and just keep on driving.
Also, the only time I went to one of MDE's big hospitals I noticed a lot of their patients are injuries from riding motorcycles.
I did also rent a car once to drive from São Paulo to Minas Gerais and just prayed the whole time that I would survive the drive. In all fairness, I shouldn't have rented a manual. A bus ended up rear ending me on the trip also, so yeah I'll be using Uber and taxis in SA for the foreseeable future.

The main difference probably is that FB and SA are outcalls and easier to get GFE while the sites you mentioned are more incalls than outcalls with a fixed time length.
