I think it's very much a matter of personal taste and what you value. There are some nice new mini hotels around Pattaya such as the Pasadena that JB is referring to. These offer simple, quite stylish new rooms which are easy for the cleaners to sweep clean. The lobby in particular looks very elegant, though I've never actually seen anyone hanging out there. However as far as the rooms themselves are concerned you could be in any city in the world. The Penthouse is an older hotel, though it has been upgraded many times. It is idiosyncratic and sprawling so not so simple to keep clean. If you are a particularly sensitive type who likes to clean his hands with cleansing fluid 5 times a day, you had probably better stay away. In the 10 years I've been coming to Pattaya I've mostly stayed at the PH, though I had a period of staying in some of the nicer places on LK Metro when there was a big price differential (which there no longer is). I can honestly say that in all that time I didn't spot a single mouse there. There are alot of roach traps as they had a bit of an outbreak a few years back but even then I only ever saw one or two and I haven't seen any at all for the last few years I've visited. My advice to any newbies would be to check out a few of these places, ask to see the rooms and make your own mind up.

No, forget about the drive, for a really nice beach and clear topical water to bathe in, just go to end of Walking St and take a 20b ferry to a nearby isle. Its easy and more enjoyable (unless you're the type that gets seasick)

I did penthouse twice - 4 years ago for ONE night (allergic reaction to the mold) and then decided that maybe it was a fluke and tried them again 3 years ago again for ONE night. The musty smells permeating the whole room didn't do much for me. True, they were both "interior" rooms (no exterior windows)

IF it has improved, maybe I need another try (hell, it can only be one night to KNOW fer sure.)

On my first trip to Thailand (in 1999), I made several newbie's mistakes, one of them was to stay in a NON-girl friendly resort in Jomtien (Pinnacle Grand Jomtien Resort & Spa).

The place was nice, but it was a bit far from the heart of Pattaya (hourly shuttle minibus service was available to Pattaya, but it was not possible to use it for coming back to the resort after 11pm or midnight - I don't remember exactly but it was not very late - and the last departure to Pattaya from the resort was at 10pm or 11pm). I usually had to pay a baht bus (songthaew) 100 baht for the return trip.

Needless to say that you have to choose the right girl and pay her for a LT session if you want to bring her back with you in this kind of hotel or resort. I did not rent a vehicle then, because it was my first trip to Thailand and I was a bit afraid about several matters (road safety being one of them as I was not used yet to drive on the left side of the road, I did not know the area much, etc.). So, if you've made the wrong choice with your girl, you're screwed (and not in the best way!) in this kind of place (especially when you are a newbie and don't know the area very well).

The joiner fee was 500 baht then, now, it's apparently 550 baht (an "extra person charge" is mentioned on their website). Impossible to avoid it when coming back with a guest to the resort after the night has fallen (the hotel security staff was very vigilant), but I successfully managed to come back a few times unnoticed in the afternoon with a girl.

I would not recommend it (I mean, this kind of resort or hotel). There are so many good and GF accommodations in Pattaya, it's not worth (IMHO) being too far away from the heart of the city, unless it's a GF place and provided that you have your own vehicle (or good transportation available 24/7 for a reasonable price), of course.
