I guess I wanted to see the act played out to the end, and just pay the fine for the entertainment value. I knew it was a low-level scam, that I wouldn't lose much money and was in no physical danger. Daylight, public place, legitimate storefront. I did this a couple of times, once in Beijing and once in Shanghai.
