If you go near any of the several train stations in Moscow you can see girls "hanging around". These girls are usually available for sex. The more traditional method has been the tochka on the side of the road, but that has become more of a rare occurrence in the past few years in Moscow as the police seem to frown on this sort of activity these days. Moscow (especially in winter) is a city where the indoor venue is favored for mongering activity.

Not to say that it's not possible. But you should be prepared for a very stern negative reply and perhaps even the suggestion that you are rude. There are places like the one you describe in Moscow and they are not the "happy ending" kind. There is a very clear distinction between the two kinds of places. If happy ending or sex were available, believe me, they would be upselling you at every opportunity.

Not to be a dick, but the best way to deal with bait and switch is to just say 'no'. It's not ideal (especially if you have a case of blue balls) but you need to be patient and just say 'no' if the girl who shows up is not what you expected. Just call them back and say you don't like her. 9 times out of 10, they will find another one and send her over.
