I am alittle torn between going to BAQ and RIO. Which place would be best for:
i. economical/cheaper
ii. girlfriend hotels/apartments
iii. safety
iv nice resturaunts
v. decent weather
vi. nice beaches
vii. very good p4p scene
viii. very good non-pro scene
ix. humble attitude of women - i.e. lack of stuck up chicas
x. Percentage of beautiful women & sexiness
cheers
I have been to BAQ once (for a couple of weeks or so) and to Rio four times, for a total of 8 months or so, both in the city and in the countryside of Rio State, so I thought I'd chip in my two cents. So here's my analysis based on your factors:
i. Economical/Cheaper
The dollar has dropped quite a bit compared to the Brazilian Real (from 3.20 back in 2002 all the way to 2.10 now after hitting 2.80 back in 2004, 2.50 in 2005, and 2.20 in 2006. As a result of that, and combined with increasing prices in the tourist segment, Rio has gotten approx. 60% more expensive between 2004 and 2006 (the last time I was there). And the same time, the dollar has dropped significantly compared to the Colombian Peso (COP), too: seems like the dollar is not doing too fine anywhere these days.
Hotels:
On the low end of the range, you should be able to find something clean and conveniently located in the USD 50.00 range in BAQ in a safe area (Norte); in Rio, we are talking more about the range of USD 65.00 to 80.00 now (in Copacabana). Of course, on the upper end, the sky is the limit. In both cases, it is problematic trying to save a lot of money on hotels because (much) cheaper options are usually located in areas that are not exactly recommendable or far from the action.
Food:
With some local knowledge and language skills, you should be able to live quite cheaply in terms of food expenses in both places. Probably easier in BAQ, because BAQ is simply not a touristy place, while certain areas in Rio where tourists congregate are priced accordingly (Ipanema and, especially, Copacabana).
P4P Costs:
Rio can be much more expensive and much cheaper than BAQ in terms of P4P, simply because Rio has much much more options, from dirt cheap down-and-dirty brothels where you can fuck girls for USD 10.00 or less to high-class escorts charging hundreds of dollars (or tons of not-so-high class ripoff artists charging you hundreds of dollars, too). It all depends on your mongering style, man.
Overall assessment: for safety reasons, you can't just do it really really cheap in either city. Roughly even in terms of costs.
ii. Girlfriend Hotels/Apartments
Girlfriendliness shouldn't be a problem in apartments, anyway. In hotels, the hotel I stayed at in BAQ did allow girls for an extra fee (like USD 10.00 a night, just like my hotel in Rio, which charges me approx. USD 6.00 for an extra occupant. Tons of companion-friendly hotels as well as love motels in either city. Even.
iii. Safety
Both cities have the good, the bad, the ugly... and the extremely violent. The good area in BAQ is Norte, and I don't really see any reason to stay anywhere else. If you have never been to Rio and do not speak any Portuguese, stay in Ipanema, Leblon, Leme, or Copacabana (in that order of preference), just like 95% of all other tourists, and nowhere else. Heed that advice and you're most likely to have a great time in either city. Do something stupid (like entering areas you shouldn't, or getting involved in drugs) and you can get yourself robbed, maimed, or killed in both cities. Easily. Personally, I don't think that either city is exactly recommendable for inexperienced or first-time South America travelers, BAQ even more so than Rio. No reason to get paranoid, but special safety precautions apply. Even.
iv Nice Restauraunts
Rio is a major city with approx. 10 million people, BAQ is much smaller, but not exactly small at 3 million. Overall, I would say that Rio has a number of truly world-class restaurants, while BAQ has something typical befitting it's size. Probably gotta give it to Rio in that respect.
v. Decent Weather
Summers in Rio can be swelteringly hot and humid, but compared to BAQ pretty much year around, they seem pleasant. I honestly think that Barranquilla must have among the shittiest climates anywhere in the world. I am not kidding. Give it to Rio.
vi. Nice Beaches
The beaches are relatively far from the city of BAQ and nothing to write home about. Compare that with Rio where the whole city basically lives on the beach, and you will see a big difference. Much nicer. Big edge for Rio.
vii. Very Good P4P Scene
Rio, Rio, Rio, Rio. The BAQ P4P scene exists, but isn't even in the same solar system as Rio. Hell, not even in the same galaxy. Rio by a mile.
viii. Very Good Non-Pro Scene
Actually, I prefer BAQ in that respect, although Rio is close, but maybe only since I speak fluent Portuguese. No Portuguese, forget about it. At the same time, if you don't understand and speak Spanish, your chances will greatly decrease in BAQ, too. Personally, I have had lots of fun with non-pros in BAQ. Slight edge for Barranquilla.
ix. Humble Attitude of Women - i.e. Lack of Stuck up Chicas
I have found the barranquilleras to be very approachable, flirtateous, and easygoing, and that's why I would rate BAQ as possibly the best place in the world for non-pros. They see so few gringos that you are still a novelty, so make it work in your favor. In Rio? Rio receives millions of foreign tourists every year and is a major site for congresses, conferences, trade shows. They have seen guys like you a million times. In terms of attitude of women, I also gotta give the edge to Barranquilla. Been to about 50 countries in the world, and I would be hard-pressed to find people as friendly and open-minded as the costeņos. And that includes the costeņas, too, of course. Slight edge for Barranquilla.
x. Percentage of Beautiful Women & Sexiness
Both places are simply fantastic, maybe with a slight edge for Barranquilla, IMHO. But places feature a great racial mix, and you will see bodies you just can't believe. The percentage of beautiful women is the highest I have seen anywhere with the possible exception of Caracas. Either way, in that respect, both places deserve to be thoroughly explored. You'll have an eye-opening experience either way. Roughly even.
Well, here you have it. At the beginning of 2006, I wrote a detailed comparison Rio vs. Cartagena. Check it out, many of the things I say there pertain to Barranquilla, too:

Once additional thing that I would like to point out in respect of this report is that, while Cartagena has little things to do compared with possible activities in Rio, Barranquilla has practically none. Nada, zero, zilch. And as I mentioned above, Barranquilla weather is definitely worse than anywhere (including Cartagena), and beaches are also farther out than in CTG, too. I can also confirm what others have said on this board: in BAQ, there is little to do during the day and throughout the week. Thursday to Saturday evenings are a different matter, though, with tons of people out and about partying. Rio is a party 365 days a year.
Hope this helps,
EA
