The latter, buying many lady drinks and not taking out, can still very well mean that the guy has a good time. This for me is not determined solely by the taking out part.
Of course all you describe can well happen. I just saw a bit too often that neither guy nor girl were making any initiative to start anything, let alone small talk. Both have a bit of a moral obligation to make contact at the least.
