Here is where I've had success in the past:

They have since changed the law, before you had to go the police to give a statement and were let go. But the problem is they usually go after the girl and the driver (they want to confiscate the car) and will call you as a witness. They need you to finger the girl so they can nail her or the driver. Knew someone who was busted like this under the old laws, he was told he was needed to make their case. They actually sent the notice to his office where his secretary saw it and gave him some embarrassing looks.
