If you're a budget monger the absolute cheapest place for pussy that I know of is Cyber world (if you can find it) It's possible during slower periods on a weekday afternoon to get pussy for as little as 7 dollars (but you get what you pay for) If you're a street meat fan the epic center for that is calle 20 near bar 20 like Medellin's centro it's far better to go in the day time on the weekends Plaza Caicedo girls are slighly cheaper again weekends and weekday evenings after working hours are best there's tons of reguar Colombians round so unless you have a monger eye for street meat be descrete this is also the seat of government for the city and the state is and the Justice department is right across from the park. Prositution is legal per se but be careful of getting in trouble.
You can get cheaper accomodations in Barrio Versaillies near the police station. Any kind of accomodation from the Hotel Spiwak to a cold water airbnb is guest friendly if your descrete.
If you want overnights (not recommended on a first trip) or just want to fuck new girls and hunt non pros then you'd want to stay in Barrio Ingenio in the south your epicenter there will be Calle 16 there bars and places to eat most women that you will meet will live east of Simon Bolivar Highway It's easier to get to and from the east side to south west side than to go to the Northwest in Grenada.
Ingenio is also the place with the best Massage Parlors in town with Samsara spa's and Quindisha spas being reccomended. Jardin Plaza is the main hunting ground for non Pros. Chipi Chape is ok but it's gringo land and most of the Colombian Clientele and also upscale chicas that live in the area so even if you stayed in Grenada it would be worth it to go to Jardin Plaza even though with the traffic you'll see why chicas from the east side don't go to Chipichape.
I'd advise against using the apps with Tinder being the worst for scoping but I know people who use it and never had a problem again Monger sense and a good secure airbnb is necessary if you're bing chicas in.

How to use the apps in a snap
I caution newbie against the apps, However I know guys who use apps exclusively in Cali without problems.
Bottom line up front App deliveries if not part of a national or international scopalmine mob will cost more and flake way more than a scope queen. If she's super eagar to come to the airbnb she might be a scoper or she won't come or come way later than expected.
The expats and knowledgable mongers know how to use the apps and generally use Tinder as a last resort. Any dating app has less scopers Bumble has less than Tinder and badoo and Colombian Cupid has less than that. However the top tier dimes are on Tinder.
However if she's not a scope queen don't expect her to come staright to the room meet her at a coffee shop at the mall.
There's other apps to use that aren't dating apps socials like fakeook and IG aren't as popular as in Medellin but is a source. As far as other apps I've been sworn to secrecy so I can't list the top non pro apps. But key word being Non Pro meaning you might not fuck but you will meet generally nice Colombian women.
The only hint I can give you is apps that have nothing to do with dating perse kinda social and language apps think tagged.
If you choose to go this route learn the language and culture the best you can before your trip and stay in a quality Airbnb primarily in the south near Ingenio and as close to calle 16 or Ciudad Jardin nar Jardin Plaza mall as you can. You can get a secure airbnb or Hotel for around 20 bucks a night if you look. Get a place with a night watchman if you're going to invite new chicas to your house and tip the guy well.
