Sounds like you are going to have a nice time. My suggestions:
1) Palawan is very nice for beauty, and some nice resorts, some of which are not expensive, However, malaria-bearing mosquitoes do exist there and CDC recommends malaria meds be taken. I would agree that you heed that advice.
2) A little known place that is very beautiful is Coron, in Province Buswanga - about a 70 minute flight SW of Manila. It is stepping back in time a bit, with a small village like atmosphere. Has an affordable resort to go to, although it is somewhat primative with hot water a premium. However, it is unbelievably beautiful, with many mini islands and inlets to explore on bancas.
3) Sabaang/Puerto Gallera, popular with guys on this board, has bars, partying, but also very nice beaches and water and snorkeling/diving.
4) Right there in Cebu, on Mactan Island (where the airport is) has a wide variety of resorts from super expensive to moderately priced. You can also rent a banca to take you over to Olango Island, where there is a wild bird sanctuary, mangroves, etc. that are really cool to see. They also have people who live without electricity and only fish for food who will talk with you - very shy and gentle people who are happy with only the bare basics in life.
5) Go to Subic on Luzon, which is about a 3-4 hour drive from Manila and you can stop at Angeles on the way : ). Absolutely beautiful natural harbor, former base that is now accessible and wide variety of resorts.

Since you are in Cebu and have a few days to spare. Try the surrounding islands like:
Bacolod City, Negros Occcidental. Sugar Cane Capital. Lots of hotels under P1,500. Kipot Resort has a small twin waterfalls and plenty of trails. Not much on the mongering scene so B.Y.O.G. Some cute locals.
Alona Beach, Bohol. Great beach, fish sanctuary and many diving spots. Bring your own girl, though.
Tacloban, Leyte. I don't know why but it is quiet and the people are friendly in this city. Has some nitelife and action but you have to work at it.
Siargao Island, Surigao del Norte. Small island just off Surigao City. Cloud 9 Resort offers great waves for surfing. Gen. Luna locals offer island hoping to the many small islets for an afternoon luncheon. Mapupungko has great tide (and deep) pools during low tide. Fresh sea food like blue marlin steaks for only P60/kilo. another B.Y.O.G. place.

Good advice below, with one correction: AC is not on the way to Subic from Manila.
You might want to add Boracay to the list, just for the beaches. Away from the high tide mark, it's pretty average.

OK, you nimrods. I just got back from 5 weeks in Cebu. Here's the scoop.
Get a cellphone. It is absolutely mandatory. You can always sell it back to the place you bought it from when you leave.
For the value, Eddies Hotel is the best. The Metropolis Court sucks, despite what asshole Dragon Slayer says about it. Of course, if you want to buy the girls at the Orchid, I took a look and some of them seemed OK, but it's all a bit overpriced.
Went to Dumaguete, and there are a lot of university girls around, but not much action. Got a hooker named Annalee at the WHY NOT bar, and had a great time with her, claimed she was 19yo, but whatever age, she was worth the P600 I gave her.
Go to the websites and chat them up before you go, and you wont end up paying much for pussy. Ayala is like many American malls, so u wont have girls coming up to you begging you to fuck them, despite what all these bogus posts here promise you.
After 3 trips to Cebu in the last year and fucking about 20 women, I think I will head for Costa Rica or Argentina next year.

I already stay in cebu for one month++. Anyway, I think Cebu is a nice place. I been to few KTV and casas, for the moment I think exotica is the best. The ladies is hot and the enviroment is nice. I like that place.
Any other nice place to introduce? maybe some disco or pub? for disco I been to ratky and sunflower. I think sunflower is much better.
Give me some idea where to go in this coming weeked. Or anyone planning to show me around? I will have another 2 frens is coming together.

i spend some days in Cebu during my last trip. Hotel de Mercedes is good pricing (ph 720/night deluxe room) and the staff is very friendly and can help you in any "question". The Black Cat is one of the best Bikini Bar for price/quality of the girls. Try also the Scandinavian (i don't rember the name) at the next door.
It's possible find some beautiful and fine girls-freelancers everywhere (you have to ask). Many of them say they are studyng in University (maybe....).
If you like to try GF experience, it's better to bring your girl in Cebu and go in Malapascua Island (north Cebu - 4h bus)
or to Bohol.
Cebu is also a good place for a cheap shopping.

Back from Cebu after there for 5 days. Pension Houses are the cheaper way to lodge, 500-800 pesos/night. Went to Finland Massage for a HJ. You can choose girls there from a "fishtank". Room is 400 pesos tip 500 pesos maybe 1000 for full sevice. Cebu has several outcall massage service now. See the ads in local papers. Just back from a trip to Cebu. Girls from Cebu are great. Was in a club named "Dimples" on Mango Avenue; they said they just opened some weeks ago. Last Monday, May10 (Election Day) I headed up General Maxilom as usual. Noticed tat Dimples had reopened after a 2+ year closure and decided to have a look. It is under new ownership, a guy named Ron from San Diego.
Same layout as before. Only dierence I noticed was the dancers were almost totally nude now and the Girls were more aggressive. Had my dick grabbed within two minutes of entering the Club. Ron introduced himself and saidhe just opened a month ago.
I bought a drink for one of the Girls and she got "very riendly". Showed me her tits which I sucked and played with some. One did a Las Vegas Style show while on stage. Not bad. Girl I bought the drink for became even more friendly. Ron explained how they have a private room or P 1600, including drinks and a Girl. No time limit on the Room and you work out the "terms" with the Girl.
The only drawback I can see is the barfines are too expensive. I tink the Private Room is the way to go here.
I then stopped at my favorite, Club Exotica. It was dead for the first time in memory. Only 16 girls showed up for work on Election Night and 8 were taken out by customers. Two young Hustlers aged 19 & 20 were still there but a total waste of time/money. Two others had discovered carbohydrates and I am NOT into "Pig Fucking". I notice some of you guys are reporting good things about Dimples. I checked this bar out on my last night in Cebu back in April. The two girls on stage do get nude and very suggestive. To some of you this may be a turn-on, to me its not. I like the more wholesome, shy but not too shy Filipina.

We paid then P 240 for ladies drinks at 25 P/$. I have no idea what they charge now as that was my last visit EVer to Viking.
Dimples is horrifically overpriced for barfines. I mentioned this to the owner, Ron, but he says his Club is mainly for locals. I say go for the show and elsewhere for the flow.
