The only thing you can buy legally without the PT33 is low dosage stuff that won't get you high. Any good weed shop will issue you the PT33 and sell you their best products. I didn't answer until now because I don't use weed so I have no personal experience but this is what my friends living in Bangkok that do use weed tell me. Easy peasy to get the PT33.

Just Google acredited Cannabis shops in Bangkok and you will get multiple options. They all have a license to issue the card or have access to someone who is licensed to issue it.

Some girls could offer 1500 bht (more likely in low season), but it's not the usual. In BR I was asked 1000 bht, but the ladies were not to my tastes.
