There are still quite a lot of houses in disguise. If you have a motorbike, you just ride around town and be observant, not hard to find. These shops mostly with Viets, not big usually with 3-5 girls, they disguise as salon shop, massage shop, coffee shop, restaurants, last year even found one as small grocery store with 3 young Viet girls sitting around. But these shops come and go so quickly, every trip with 6 months gap, you don't find these shops anymore they have moved. What I do is observe if there is a guy or woman outside some shop and try to wave at you or give you some look, then definitely they are selling something more than cutting your hair. I am not too sure how much locals pay, but Cambodian guys told me they pay 15 in city center joints. But I usually pay little more like 20 or up as foreigner. In the outskirt of town, there are still many very local brothels advertise as karaoke or massage, the price is even cheaper, the Svay Pak 3-5 dollar era is gone, but I think less than 10 is available for locals in these outskirt areas.
For me the best way to find these shops is to rent a motorbike and ride around town, they are basically all over the city, last trip I even found a small restaurant right in front of Pontoon, and there are always 3-4 girls sitting inside, and I went in and tried to order food but was told they only have beer, and turned out to be one of these shops as well, room in the back, paid 25, Viet lady, but I am sure Khmer locals pay maybe 15-20.
Another way is to follow these moto boys, or tuk tuk, I have used them many many times to look for new places, but be sure to tell them you don't want tourist massage, you want cheap cheap local massage, some drivers are nice they show you the local shops he knows, but some are not, they insist to take you to these tourist traps, so just decline. You pay a little commission to them in exchange of local knowledge.

You always pass it when you take a trip to the Killing Fields. Just keep your eyes open when in tuk tuk and ask for local massage place.
Another area is going north from what Phom or Riverside up to the Japanese bridge. These 2 streets are parallel and just see all the even numbered streets in between. Walking Riverside north you will see a Viet coffee shop on a left hand corner. 2 barbershops in that street. A little more north you will find the former 5000 Riel massage places. You will not get it for 5000 riel as prices now like 10.000 Riel but 10 dollar incl. FS still possible. YMMV! In the daytime a rough, but safe area. From what Phnom north, turn left to the former lake and you will find a number of sheds with possible action.
Coming from the airport into town, left and right before the flyover you will find KTV's and massage places. It is a bit of an adventurous area I would not visit without Cambodian companion. And definitely not walk on your own after dark.
A more upscale Viet barber you will find on street 51 south of Independent Monument on left hand side next to an upscale coffee shop. Hair wash in separated backrooms but you have to take the initiative as those girls are too scared for local cops. Actin rooms upstairs but that is more in the 20-25 dollar range.

I was lucky enough to experience Svay Pak or K11 in the early days and then Toul Kork when K11 was closed down by the LE. I was not sure if it is still available.
As I get older, I am less confident of hiring a motorcycle to face the PP traffic so may engage a moto to take me to the "playing fields".

Also my two cents. Try two fishbowls one is in Luxury world hotel. Nice rooms with A / see and steam room. Another one is in Zole (Cambodian talks Sole) - have KTV and fishbowl on 4th floor. In both you pay 10 dollar for room and choose lady. Pay 60 and 50 $, took phone of lady and arrange LT for same price after. As understand locals pays same from 40 to 80 up to lady, as lots of expansive cars around.
Zole is located near Aeon mail, all tuk tuk know it. Luxury world is easy to google.
