Is this really the intent?
This article appeared in the Sun Star whereby all foreigners will be monitored. While the thrust of the article talks about keeping visitors etc safe at times of natural disasters, the last sentence IMHO is ominous. I know in some other blogs / parts of the Philippines where this was discussed and / or is suggested to be introduced, the last sentence is unwelcome by many expats. As the PNP are not known for their 'true and fair approach' at times many think the real reason for this new network is to check who has what etc and 'use' it when Christmas comes around (as it tends to do monthly in the Philippines).
Some of the expats I have spoken with don't like this at all. They are very concerned that the PNP will get access to their data that is more than what is held on the immigration database when you enter the country.
Lets see how this plays out.

The Filipino Policeman is your friend
You have nothing to worry about if you are not doing anything illegal. The Philippines is just trying to respond to its huge illegal immigrant population. Your friendly Philippine Nation Policeman wants to help you. The formation of the Foreign National Keeper Network (FNKN) to track and investigate the backgrounds of foreigners was really hatched in response to super typhoon Yolanda because Filipinos care deeply about the welfare and interests of foreigners. In fact, foreigners are really grateful for this new pogram.
Who are we kidding? The formation of this Gestapo-like organization is in response to a certain types of visitors and expats engaging in distasteful activities in Cebu. This has placed every foreigner arriving in Cebu under suspicion of belonging to that group until proven otherwise. Unfortunately, given the history of the PNP and BI many innocent foreign citizens have much to fear.

Interestingly, this initiative comes at a time when gay Filipino illegal immigrant, Jose Antonio Vargas, is becoming increasingly vocal in US media in his demands for amnesty. This now infamous illegal immigrant is publicly insisting that he is an "American" because his Filipino grandfather smuggled him into the USA when he was 12 yrs old using a fake US passport. Vargas is freely traveling the USA making a CNN documentary on being an illegal immigrant in an attempt to gain public sympathy and influence the US political process on illegal immigration while carrying a Philippine passport. Yet, he has not been detained and deported. http://www.dallasnews.com/opinion/sunday-commentary/20110701-esther-cepeda-jose-antonio-vargas-lies-deserve-no-sympathy.ece.
Imagine a foreigner attempting to do the same in the Philippines. He would be immediately seized, incarcerated, relieved of all property and eventually deported and blacklisted. The Philippines certainly has the right to enforce its immigration laws but it should do so keeping in mind that over 300,000 of its citizens are living and working illegally in the United States alone with millions of others doing the same in various countries around the world.
Who's going to pay? We expats will; and in more ways then one!
First off I'd be wary just because of the FNKN acronym, rings in my ears as FucKiNg and that's what your going to get from the PNP.
Secondly I wonder how much it's going to cost us? I doubt they want to pay for the establishment, gathering of intel and maintenance of the "FucKiNg List" out of their own pockets. It's been my experience that for any interaction with the PNP there is a fee; it seems that you always have to pay = either to get them to do something or to make them go away and do nothing.
In addition, all expats have the option of registering themselves with their own respective embassies. Should I ever be approached by a FucKiNg party member or section chief, I would tell them: "Comrade Captain, I'm not allowed to join your "FuNKiN" group as I'm already a 'member' at my own embassy".
