Very simplified, German zoning regulations know 3 types of zones:

- Wohngebiet = residential usage, only for living.

- Mischgebiet = mixed usage, residential and (smaller) industries.

- Gewerbegebiet = usage for industries.

KD was in a Wohngebiet, so they crack down on them by "misusing" the building for sex "industry". So all, which are in a Mischgebiet or Gewerbegebiet, they cannot effect with their zoning regulations.

By the way: in the Rhine-Ruhr-area, a lot of the bigger FKK clubs are in industrial areas.

Having traveled Germany extensively over the decades, and not necessarily focusing on popular tourist cities, I will concur that Hamburg girls are attractive, as a whole and probably the best dressed in Germany. A friend from Hamburg explained that the trend towards being appearance oriented is something actually new to Hamburg in recent decades.

Girls on the street in Berlin are the most unkempt and unstylish you will find in Germany. Their fixation on wearing neutral colors is part of an attempt to make some sort of social statement. A friend in Berlin explained that dapper Hamburgers are loathe to even speak to the grungy Berliner. Berlin is considered to be a "dirty" city by other Germans. It is the opposite of Munich in that respect. If you ever make your way a Berlin neighborhood called Prenzlauer Berg, you will immediately notice it seems out of place in Berlin. That's because its owned and operated by Bavarian investors who moved in and took over in the years after the wall fell. Its clean, renovated and more modern in its feel. Its an outpost of "the southland".

But, as to the working girls. The freelance, independent girls in Berlin as well as the girls in the brothels are a mix of different nationalities. Not just immigrants or visitors, either. The freelancers I engaged were all half-German and half something else. And the result is a lot of attractive girls to fuck at modest prices, which are the cheapest in Germany. I can't comment on the FKK scene, which does not interest me. The reason to go to Berlin is that is full of traditional brothels and it has the most freelancers in Germany. There is more to see and do there than any other city in Germany. I can't find a reason to monger anywhere else in Germany besides Berlin. And while my next trip is going to be to Latin America and Asia (I've seen enough of Europe, since I began traveling there in 1978), I'd love to have enough spending money to justify a mongering trip to Berlin again. Even if I am paying four times the cost of sex as I would in Colombia. And because I have a very old, dear friend living there, I think its pretty much bound to happen.
