Two years ago I attended a Expat meeting and the topic of discussion was about AIDS in Thailand. In its tracking in Thailand the growing cases each year were coming from abroad and Thai's were being infected. Personally I don't think that Thai women don't care it couldn't be further than the true IMHO, its that they are not educated and in the end they are in the business for the money and when a Farang is telling them I'll give you this much in the end like someone said it comes down to money and they take a chance not knowing it only takes once!
If you did some RTFF, you would see that there are a few that don't but there are a majority that do and those that do use condom I can gaurantee that from time to time the little head has done the thinking and gone without one and that includes me. A recent conversation with a lady at a bar regarding this topic I was told how stupid many Farangs are asking them if they would go without a condom that they are clean because they don't butterfly but have been in the bar often picking different girls yet they can say it with a straight face that they are clean?

It's quiet and you can get a reasonable deal renting a condo in one of the tall buildings. Last time I had a balcony, ocean view, internet, small kitchen all for about 1000 Baht a night.
The beach isn't great but it's not too dirty. One problem last time was jellyfish.
My MO is to find a really nice girl in Pattaya and then bring her back via the Baht Bus to spend the night.
Had some great times with the girls hanging out on that beach. You can get amazing food brought to you and drinks and watch the sunset. Will probably cost a fraction of what a dinner at a nicer place on Walking Street would. Great place to have dinner with a beautiful sunset. Add a nice sexy companion and its absolute heaven!

Was out at Soi 19 so rented a motorbike for 150b a day and at night would leave it at the end of Jomtien Beach Road and go into Pattaya by Baht Bus. Find a hottie and take a Baht Bus back to the bike. Otherwise you have to hire a taxi for 200. 400b late at night to get home. Bought about 5 bikinis from the lady at Beach Road and Soi 2 for hotties that stayed a few days. She got a real kick out of selling me them for all these different girls and gave me good discounts.

Forgot the exact Soi, but leads you to Rolling Stone 2 bar and W. S. Or you can catch the Baht bus on 2nd Road.
