Bali is going to be your best bet considering everything.
You also need to consider weather as mongering with freezing balls is not going to be fun. When it comes to easy arrangements and pocket friendly nothing can beat Thailand.
Almaty is a bit reserved country and resources may not be very easy. Visa and travel arrangements may take upto atleast 15 days for sure.
You can try Prague, Budapest, Germany if budget permits. But Phuket or any city in Thailand wins hands down.

2. The information on this subject is very scare among the public, as this disease is seen as a taboo.
3. Some doctors in NCR have even made a lucrative business cashing in on the scare generated by a broken condom. Charging up to 1.25 lacs for PEP medication. Please avoid such doctors. They say the money is for anonymity but it's not. They are just taking advantage of your situation.
4. General tests (searching for HIV antigen) gives positive results only 3 months after the contact. This is probably the greatest drawback in curbing the aforementioned disease. Although there are tests which can give results within 3 days, unfortunately they are neither available in Delhi not that reliable.
5. I have faced a similar scare (torn condom) 2 years ago and went through the same process as you did.
