I think it comes down to the locations where they get the taxis. If you get one outside of MBC or a club, they take advantage of people and are usually working with the people at the club. I went to Miss Universal in Pasay several years ago and took a cab outside and he didn't use the meter and we were several miles away before I realized it. I had a Filipino in the front seat and let him take care of the taxi.

I've also tried to get taxis outside of Greenbelt 3 or New World Hotel and Glorietta and had a driver or 2 who did not want to use the meter. This was quite a few years ago so things may have changed but I have found that they seem to target expats because they know that 50-100 pesos more is usually not much for expats.

Actually one day prior to departure to Manila last weekend I had an incredibly athletic session with a sweet young Filipina in Taipei. 29 and 42 kgs and amazingly athletic.
