Couple of funny stories (for me) that I hope will not offend anyone too much.
1. Yesterday at one in the afternoon I leave my hotel room and walk to the elevator. I'm on the tenth floor of a very expensive hotel quite near to Soi 8. I don't usually stay here but a friend is in town and he as points that qualify him for a free room. Also waiting for the elevator is a girl. She is extremely over weight and her face condition is very poor. I'm reluctant to get in the elevator with her in case it stops on any other floors and other customers think she is with me. But I do and she asks me where I'm going and I tell her and ask her where she is going. She says to work. I asked her where she works and of course she replied Soi (you know where just a couple of block away). I find it very strange that someone with money, I guess he had money staying in this particular hotel, would bar fine a girl looking like this long time even with beer goggles. She was the type you wake up with your arm round and you have to get out quick without disturbing her even if it means cutting your own arm off. Really that bad. She would probably be on the phone to all her ugly mates up country and telling them to come to Pattaya where farangs don't care what they look like.
2. Second one. Later that day I walked past a bar advertising the following:
Draft Beer.
Free Pool.
Live Sports.
25 Sexy Girls.
4 Dogs.
I guess you can guess my thoughts.
Bliss Lounge.
As I said I have a friend in town and he wanted to try the Bliss Lounge. We found it up on the third road nearly opposite X-Zyte. The girls that joined us immediately told us this was a blow job bar and encouraged us to go upstairs very quickly. Cost 600 Baht to go up. The girl said she had 300 and the bar 300. The room smelt very nice and looked very clean. She told me to get undressed and sit in a black comfortable arm chair. She then did the blow job fully clothed. She was quite pretty and I had the urge to fuck her. I asked and she said she had her period. If you have an itch and just need a blow job then I recommend this place. For me I need a bit more interaction rather than just sitting there watching. I tipped her 500 Baht. I will go back but make sure in advance about the fuck. landed. zipped through immigration. my 1000 baht taxi was gate 3 showing paper with name popper on it. cool. took the "limo" (the black volvo) to pattaya. all good. took a vit c (apalis) in taxi cause wanted to start this trip with a bang. it was just there, loose, bottom of the bag. was the tablet more than five years old? no idea. did it still work? one way to find out. bit off half and put under my tongue to dissolve. arrived and hotel wanted 600 baht. said i stayed here before for 500. they claimed to raise the price. turned to leave. just then the maid saw me, gave me kiss, and i got my usual rate. that she glad to see me could have been due to my incredibly good looks, awesome personality, or the fact that last trip tipped her 500 baht.
walked outside and immediately saw two gals. ok. spoke to one. 500 st? agreed. she asked "how long is short time?" popper: "five rounds of boom boom." she looked at me in horror, walked away. popper: "i joking, i joking". she still left. ok. cried my eyes out and three seconds later found another gal. she older. nice large titties too, which was good. wanted to start this trip with a mature gal who can take a good pounding. we discussed: 500 st. 1000 lt. she wanted lt. ok. she married to english guy, who left her and now in cambodia. she claimed to own a farang restaurant in jontien. econ bad and restaurant now no longer. real nice. nice as can be. with the help of my vit c, we had four rounds that night. twice came on her face, which she took like a champ as she licked little popper and balls. guess the vit c tab still good. cool. gave her 1200 morning. absolute sweetie. would have taken a picture, but my camera phone not working. good grief.

morning had my usual 3 eggs and coffee. went to big c to figure out what was wrong with my damn sony cell. apparently the m2 memory card went bad. how is that possible? those m2s are like the most expensive memory card you can buy. anyway, paid 700 baht for another 2 gb card. what a waste. tonight went to pattaya garden. yea, still same old lame 70s and 80s music sh-t. had their maryland chicken and some ice tea for total 250 baht. left them 300 cause food not bad. while there, got this gal, edge of the bar. she a true beauty. claims to be in pattaya for only 2 months and her first time ever in pattaya garden (riiiggghhhtttt). had a great sense of humor. now that the sony operational took picts. she very exotic. she could have been on that show with tyra banks with all those female models (forgot the name). she wanted 1000 st. countered with 700 and quickly agreed. she a complete riot, and more importantly, huge titties. from issan. does not work in bar, and does not want to. who knows. damn she exotic looking. picture does her no justice at all. 26 years old, no kids, no silicon. had to eat her, and daty a long time. is that dangerous? anyway, smelled like roses. then she on top which my favorite position and we were at it lonnnnggggg time. paid her, and out the door she went.
now going to sleep. damn pattaya sucks. i hate it here.

And I'm sure they can round up those under 20 who are attempting to freelance. Just as I predicted the new government will be ending our fun soon enough. The last few years were just a slight reprieve anyway, and in any case never fully returned to the glory days.
But its definitely true. One hardly ever sees a new or young face on the Beach Road, just as you say. I think I have reported something like this over the last year. Its hardly worth visiting Pattaya anymore, and I can tell you the rest of Thailand is no picnic either. However, we have no choice but to still try to make the best of it, as every other country is even worse.

At least from a formal point of view.

Some people are content with what Pattaya is offering now and all the power to them.
There is no question, however, that things have changed in Pattaya, and I agree with you Opebo that Pattaya is hardly worth visiting anymore. Maybe just for a few days once in awhile.

I know a lot of regulars talk down the Pattaya of today, from years past. But it's like that in any of the locations I've visited (Dominican, Latin / Central and South America). However, as a newbie to Pattaya (second visit coming up) , Pattaya is still a novelty to me. Since I don't know what it was like 5 years ago, have no comparison to it today. Other than the pricey beer; the girls, food, hotels, taxi's and clothing, are all bargains to me. Costs of girls I've flavored in my prior destinations are generally $60 to $150 (mostly ST, very few LT for those prices) , so no comparison with Pattaya girls at all.

Unfortunately, logistics and resources more often than not, dictate one's choices in life.
However, if you have a positive attitude, you can have fun just about anywhere, even in Pattaya! ;)

There have been a lot of moans about Pattaya recently.
OK. It may not be as good as it was X number of years ago but where the hell is?
Also, our memories are 'rather selective' when looking back and we only seem to remember the GOOD times!
Anyway, Pataya 'is what it is' and we can not change that. Best that we just 'try' to enjoy what is so readily available there.
I have traveled to more than 40 different countries and I have to say that, for ME, a few days in Pattaya compares favorably with ANY other destination, world wide, as a value for money location for our hobby.
There are few destinations ANYWHERE that can give a man so much choice.
Asian, Black and Slavic girls are all readily available. Girls from, Disco's, Bar Beer's, Massage shops, Go-Go's, Part timers, Street meat and Civilians are ALL available.
So, for any 'Newbee's' that may be put off by the moans and complaints then DON'T BE!
There is something in Pattaya for EVERYONE and with prices from 500 (or less) to 5, 000 (or more) Baht. It is still my belief that Pattaya is probably STILL in the top 10, possibly the top 5, value for money mongering destinations WORLD WIDE.
