"Foreigners must respect Chinese laws while in China..."
Entry would be banned to anyone who was intent on 'subversion' upon arriving in China, those with mental illnesses and sexually transmitted diseases and people who wished to engage in prostitution, the rules read.
'Foreigners must respect Chinese laws while in China and must not harm China's national security or damage social order,' the rules say.

Amazing how often it just sorts itself out (YMMV)
So if Chinese people don't respect Chinese laws, it's tough to convince foreigners that they should.
I find it more of a problem when Chinese people refuse to help you to respect Chinese laws to later convince foreigners they should. Or other Chinese for that matter.
"Register at a friends place within 24 hours" sounds all fine and dandy ... until the building administration can't manage to hand your friend that whatever-paper the police asked for because they "never heard about it before". And guess what? When I told the police about the building administration being totally unaware of anything I was told "whatever, you tell them from us and deal with it ... yeah, just do it tomorrow."
And there went your "register withing 24 hours" rule. This is just one of many examples where LE was bending the rules in my favour because "obey Chinese Laws" quite often still remains a rather shifty, ambigous and regularly only theoretical concept.
In my experience making an effort, showing patience, speaking Chinese and (most important) being polite helps a lot. YMMV but I did not get my film ruined when LE suspected I took a picture of an arrest on Tiananmen Square neither did I pay a fine for overstaying my visa some years ago just by following these basic procedures.
Meanwhile some Arab got yelled out of the Immigration Office near YongHeGong for mouthing off and complaining how things are run here. I don't know what his exact problem was, but one of them might have been he was a drama queen with entitlement issues. Either that or I just don't get Arab culture.
Video Blog about living China
This is a good video blog of an expat living in Shanghai. He talks about the VISA issues and many other issues related to foreigners living in China and how the Olympic is changing everything.
