If you want to experiment, go to Cambodia, or maybe to Laos. Hang out in the backpacker area; the hard drugs will be easy to find. The hard drugs are still illegal, but it's easily available. You still need to be smart, but the drug sellers seems to be protected. Note that the police will still demand a bribe if you are caught with hard drugs.

Also note that you need to be very careful; people die every year from overdoses. From what I hear, you might get heroin instead of cocaine, and then you can easily OD. Also, the purity might be higher than what the user is accustomed to.

Probably Makati, because I like that part of town better, but I have not made up my mind yet. Laos is ok to an extent as long as you or your relatives can afford the really large bribes if you are caught, . The last incident I heard about was in Laos where several guys left a bar in Viang Vieng (the bar is a tolerance zone) each with a joint (marijuana) that was given them for free by the barman who had been selling them dope all evening. Cost them thousands of dollars each. I think because the higher up police got involved it was about 7, 000 dollars apiece. Embassies had to be involved as well. Safe to assume that the barman had set them up and was in on the deal.

Opium is available in both Laos and Cambodia but you would want to be super careful. Best to buy it from a local in the countryside who smokes it as part of his daily routine. They grow it themselves and they are not part of the narco-market as such. Anyone who touches heroin in SE Asia is looking for trouble. Easier for the dealer to hand you over as a trophy for the cops than to deal with some other shit that comes his way (payoff to the cops etc).

Anyone who tries Jaba (metamphetamine, aka Ice etc) would have to be really insane. Or soon will be anyway. It messes up your brain from the first puff. Easier ways of messing up your life or committing suicide.
