There are two bars I can think of that fit your description:

1. Sky Bar at Traders Hotel
2. Luna (or is it Lunar) Bar at Pacific Regency (The part facing Menara KL is the entrance for the hotel - the other side is the main entrance for Wisma Pan Global, albeit about 13 floors lower down. Anyone who's been there will understand).
