I started using my paypal account a couple of years ago as they were trying to institute "bank like" features. Naturally I asked them to send me a mastercard to access my (not prepaid but a traditional account) The first time I used the card I believe I was in RIO I didn't even pay attention to the exchange rate I was charged.
It wasnt until the following year did while in DR, running low on cash that I had the paypal card on me. I later discovered that they were only charging me $1 USD per transaction at the ATM. Regular exchange rates apply when using a teller inside the bank with the card.
Therefore one can withdraw the maximum, which is alot less then what it use to be (which I think sucks
It use to be $500 especially in that banco popular in sosua next to Bailey's) per transaction and only pay $1 to $3 for it.
Drawbacks? If one is not using paypal for ones direct deposit for payroll contributions and conversely are moving monies from other accounts the turn around time is horrendous. Most often a 5 to 7 day wait must be endured for the funds to arrive. Not at all comfortable in a pinch.
I try to have a balance commensurate to what my preplanned actives are. But when full of liquor and chasing pussy that shit goes right out the window. Prudence only works when one is not drunk off of ones ass doing tequila shots with a crazy crew of misfits that don't match LOL.

Read the forum regarding Santo Domingo and excited for my trip. I went to Boca Chica several months ago for the weekend and was actually quite disappointed. Not too many people there and not too many attractive women. I went to the yellow house several times and had short stays for $40US. Besides that there wasn't too much else out there. Perhaps it's just off-season.
Anyways this time I'm planning to hit up Santo Domingo. As recommended, I'm staying at Palacio in the zona colonial. These two are non pros and work very poor paying jobs. Both are very nice decent young ladies. The Dr affords them no oppurtunities. So when I show up and take them out their hard lives are bit better. A night in a luxury hotel, hotwater and food at a restaurant are major to my girls. Plus I treat them like queens. I have been to the DR only once, as opposed to the Phils and Thailand a gazillion times. Because my job is usually in Asia, I have phucked my fair share.
Of Thais and Pinays. I thought about retiring in Pattaya, but the freaking expats and tourist are driving prices through the roof.
My question to DR vets is would you retire there if you could? I thought the putas were a little hardcore there in PP and Blackbeards.
I hear and read the crime problem is a little off putting also. As a retiree, I want to be left the phuck alone by thugged out assholes.
Thai language is too freakin hard for me, but I speak some Spanish. I think Latin women are more attractive, but Asians give you less trouble.

My considerations are the cost factor, environment (including safety issues) and of course chicas. I have eliminated DR as I don't have that good chemistry with the women for some reason. I have had too many bad sessions with Dominicans not only in the DR. You are correct about Asians they give less trouble but they are less passionate than Latinas. Brazil is my all time favorite destination but it is now just too expensive for me. Argentina is top of the list in Latin America as it sits favourably with my three criteria above. Mexico is also favorable but the crime problem is a bummer. I will be visiting Costa Rica soon to take another look at the scene there. Panama is good but the chica scene is not good enough to make me choose there. In Asia there is of course Thailand as you stated which was my favorite destination in the nineties but I got overly satiated with Thais and they don't do much for me now. I don't like the environment of the Philippines, not much to do there especially Angeles city. I like China but the language barrier is a sticking point. Although I find Chinese providers passionless its a great place for non-pros from whom you'll get better service. As of this point in time Malaysia is my favored destination in Asia. They speak English and are friendly to foreigners although the chicas are not as enticing as other Asian locations. For me right now I'm thinking Argentina, Mexico, possibly CR or Malaysia.
