There is no plan to "close" Balcony, nor get rid of the hookers. There is always pressure from city hall and from the building management to "clean up" but David and the management are always pushing back and paying whatever bribes / fines necessary to maintain the status quo.

I heard that Balcony got to pay very large fines several times because of the loud volume of the music. Well, those beer prices should cover any fines.
