Does anyone know definitively what the position is? Is this decree just for Rome and if so how far out does it extend -ie are we alright outside the GRA!? I read somewhere of new national legislation, but I don't know anything about that either. Any local knowledge gratefully received.

As you imply, the stance is more important than the law. I have observed many less SW since Alemanno came to power. On via Portuense, Nigerian prostitutes stand just beyond the Rome city limits sign.

The borderlines of the Municipality of Roma is much bigger than the proper city - I mean where one sees the road sign "ROMA".
Check a map or a web map and you will easy discover that locations such as Cesano, Ostia, San Vittorino are part of Roma.
Anyway just yesterday night I have passes in via Prenestina (GRA and Torrenova), via Aurelia (AGIP), via Collatina (via Emilio Longoni) and have seen around midnight plenty of girls.

I was in this great city as an Indian visitor the other day. Rome was surely the city of the 'kamasutra' in ancient days, what with the collesium and the great baths of yore and the horny Roman emperors and generals.
