I believe its illegal for a taxi to refuse a ride. Just get in the taxi and tell him where you want to go. This way, you will pay meter plus $20 tunnel fees (that's using the cross harbour tunnel for going to Kowloon and returning back to Hong Kong for the cab driver).
Alternatively, look for taxis with a sign over their meter that are waiting on the streets in Wanchai. They are Kowloon cabs who will only charge meter plus the $10 to return to Kowloon. If you are coming out of Fenwicks, hang a left, keep walking, cross the street, keep on walking. From there, you should see a line of Kowloon cabs.
If you're not sure, just make a sign with your hand like a big "U", and they'll understand.

Well, sort of true. They can refuse if they are parked in the "Going to Kowloon Side" Taxi line and you ask them to go to Admiralty. I've made the same mistake, but if you look at where the taxi's are lined up along Lockhard Rd. you'll see signs that specify the taxies' destination; either Kowloon or HK side.
You just have to be sure to go get a taxi that is in the correct line.
The one's directly in front of Fenwicks are all HK side taxies. If you walk down Lockhart towards San Francisco Club then you'll see a line of them heading to Kowloon.
The taxi drivers in the lines tend to get ticked off when you hop in and ask them to take you to the wrong place for their line, since anyone who payed attention to the sign in front of the taxi would see that they were all heading to a specific part of Hong Kong. I did that once and the guy looked at me like I was mentally challenged.

Yes, at some YS. The sign out front written in Chinese will have different prices for the different girls. If you see a sign stating HK$500 plus, it is most likely in reference to white girls ( often times Russians). The cheapest girls are the Thai girls (HK$230 to 260).
