Holiday by the traffic jam
Your right! Knowing the engineers they will built something real stupid. In the end I wouldn't be surprise that they beautify the place and make the traffic worse! Maybe they will built a lane right into Beergarden? Solution for traffic is built another lane just like they want to build flyovers on Sukhumvit because they can't direct traffic. LBM
Building more lanes, as the last resort to improve traffic flow, is a well known traffic engineering fallacy. All it does is help encourage bigger traffic jams.
I can only imagine with another lane that Reach Road will become even more dangerous for pedestrians to cross. Narrowing the popular pedestrian promenade to accommodate more vehicles seems like a stupid idea for a tourist town that wants to sell its "beach" as an attraction.
Maybe they are just trying to get rid of the "working" girls. Take away all the benches and where will all the riff-raff, (Coconut Bar "hostesses and their assorted "camp followers"), sit and discuss the meaning of life. Just simple Thai logic to make it uncomfortable and they will move on.
In Pattaya, except for a couple of intersections with police boxes, even the most basic traffic management is non-existent. There are methods to manage and control traffic, but unfortunately, Thais have very little clue, and / or willingness to do it right. Riding a motorbike around Pattaya is an "e-ticket" death sport experience.
A few years ago they were considering some type of rail system, but I believe the business community shut it down. A "loop" train with stops at major tourist points would be an interesting addition. Tough for the "mafia" to make any money from it, though, (except for construction contracts).
As it stands today, no matter what they do, if there are more vehicles (cars, motorbikes, tour buses, delivery trucks, baht buses, etc.), the traffic is only going to get worse, a lot worse!

Fon Tok, you are spot on regarding your observations regarding Thai logic. The Russians want Pattaya for their own playground. They have spiked real estate prices, and enjoy among other things. 90 day visas upon arrival. Guaranteed that in 10 years, Walking Street will be a strip of "beachfront" condos and overpriced hotels.
Addition to BJ bars Pattaya
4. how can you identify the different types of bars (gogos, beer bars, bj bars, etc.) from the outside or from a quich look around the interior?
beer bars are open air bars and are everywhere. gogo bars are all mainly in walking st, and have girls dancing inside. bj bars are at soi bukkao ([CodeWord900])
not only in soi buakaow.
also in soi post office the "pumpstation", near end of the street on left side, coming from beach road.
and my favorite on 3rd road, near soi bonkot is "the bliss lounge". they also have a website (www.theblisslounge.com)
