Although I haven't been there at Easter I'd guess this is a bad to time to visit. It is a very significant festival in Orthodox countries - more so than Christmas - so most people will go back to their families.

My guess is that the bars will be dead - if they are even open.

All I can compare it will was when I was in Bucharest at the end of July last year. Everyone was at the coast or in the mountains. Bars were empty. There was still some street action - I was approached several times - but I had made arrangements with a girl in advance so got my action this way

Can't help with info about the hotel although I did stay there once 7 years ago. Wasn't looking for action then.

I had last summer the opportunity to visit several times a girl in "Militari", a commieblocks neighborhood east of Bucarest. Everytime I noticed street action.
