To pay or not to pay, that is the question
Unless you are dating them and in a mutually gratifying (gift giving) relationship you should give them money. Its as simple as that.
I got to say that I don't agree with you. If you are in Angeles or Pattaya, and you pick up a girl in a bar. Dancer, GRO, cashier or janitor. Of course you pay. The girls came to those cities to be sex-workers and expect to be paid for doing that. If you make them work but don't pay, you are shoplifting. But that is not Hong Kong.
If you meet a girl online before you come to HK, she will let you know in clear terms if she expects to be paid. If it is the case, mostly you can see that in their profiles. I think this is a minority of girls you will meet online, but it happens to me from time-to-time.
If you are in LKF or Wanchai on a week night and meet a girl in a bar, there is a greater than 50/50 chance she is not working (except the street-level bars where they are all working). Pretty much any girl with her whits about her will let you know before leaving the bar that she wants to be paid; she does not want to waste her time either.
On a weekend the odds the girl you meet is working drops to about 10%, so many girls are just on their off-day. To be sure, some girls on the off days also want to earn. This is especially common with Indonesians in Neptune III, Players and Bar 109. But they too will tell you straight up "how much you pay".
So it pays to be a gentleman. Be nice to them. Give them a "BF-experience. " Bring gifts from home to surprise them: t-shirts, teddy bears, perfume? Give them nice dinners, buy treats. All these are good. But, in HK, paying a non-working girl reflects badly on you and can be insulting to her.
As Chantik says, there are times you want P4P. Maybe you are in a hurry. Maybe there is a particular girl you want and she is a pro. Maybe you want the confidence that it is a commercial transaction and she will leave quietly when done.
But the odds are that you will meet lots of non-working girls in HK, so treat them well.

Good summary, Brown Rail. "To be sure, some girls on the off days also want to earn. This is especially common with Indonesians in Neptune III, Players and Bar 109. But they too will tell you straight up 'how much you pay' ". This matches my (very limited) experience. Two years ago I met an Indo DH hottie in New Makati on a Sunday (yes, before all the mess last year). Good vibes on the dance floor and chatting over drinks. When I popped the question she was game but said "you understand I can't go for free". I offered 700 HKD for 3 hours, went to the Eden (recommend!) and had a top, top tier GFE. Five minutes in the room and she had already nearly sucked my tongue out of my mouth. In the downtime told me all about her "sir" (elderly, handicapped employer) but no sob story. All in all, a good time.
