I think I've been to this place. You probably won't find it without the tout waving you in. It is truly non-descript and right next door in a 6-story building. The place is not listed in any fuzouku site that I could find.

If you're planning a monger trip, I would avoid Tokyo. If you're already there, your best bet is a soapland in Yoshiwara. There are literally dozens of establishments. From my experience, about 40% are gaijin-friendly-at least to me. (I am a middle-aged white man.) The difficulty with soaplands is that you can't see the girl, but only the photos.
