Waze is more proactive about scanning for traffic delays and rerouting you. I believe the spottiness you refer to is due to a lack of Internet connectivity, which is required to download geographical data for any navigation app.
In my experience, the traffic estimations (accidents and congestion) and rerouting in Maps have been quite good (and prompt in terms of 4-5 min after an accident slows traffic) in general in the US and parts of Asia and Europe. The only major problem I had was in outside SanFran in rush hour traffic going to a new unfamiliar location. In short, Maps routed me to take every exit, you turn, and get back on the highway over a 10 mile stretch. Only figured it out after pulling over and viewing the whole trip. I suspect google is silently tapping into all android based devices (as some cars are now so equipped) it can, generating the required metrics. Maybe Waze adds a user input layer on top of that. In either case, just curious which one works best in Manila when I need it. Had to sit in traffic too many times.
