Almost all of the sex providers had unprotected sex with some clients. This is the finding from UK research. Especially east European girls provide sex without condoms to attract customers and earn more.

Also, if you go through the picture gallary in WS forum, you can find many encounters from mongers without condom. (see Philipes, Indonesia and Thailand forums).
