In a couple of places in Bangkok, if you get into a waiting taxi, they'll tell you a high price and not turn the meter on. If you ask them to turn the meter on they'll either do so or not; if they don't, any moving taxi will turn the meter on.

Not entirely sure but my guess is that you are talking about the street girls outside what used to be the old Siam Hotel. They tore the hotel down a few years back but I've also seen the freelancers there while coming in from the airport but never saw the flashlights. I've been told it's mainly a scene for the Thais and very few of the girls speak any English. But some of them did look nice in catching a quick flash as we drove by but often I have found with street girls that with better lighting and closer inspection you have to re-evaluate that first impression. They also have street girls around Lumpini Park and one night I did the circle on foot and didn't see one that looked remotely attractive. The old Siam Hotel is on Petcheburi Road (parallell to Sukhumvit)near Asoke.
