In Rio de Janeiro the City Council is bogged down over proposals to conduct a Public Inquiry to review bus company operations. It was also revealed that the bus companies in Rio received their franchises under non-competitive contract awards.

Meanwhile Dilma Rousseff's proposals to address the protesters broader complaints have stalled in the House. Dilma presented as a priority the fiscal responsibility in all three levels of Government, political reform, including a referendum on the issue and the inclusion of corruption as a heinous crime, the hiring of foreign doctors to work in regions where there is a shortage of these professionals. Rousseff also promised to improve public transportation, and public education. Her approval rating which fell to 30 percent during the June protests recovered to 58 percent in July.

The small protests that continue around Brasil are more like the die-hard perennial sit-ins by people with nothing better to do. After the legislators muddle through Dilma's proposals and accomplish nothing the protesters may realize they've been had and rise up again. On the other hand they might just take a day off and go to the beach, it's Brasil.

I did see lavinia there. I didn't do her. I see her on FB too.

But, I passed for two reasons.
