You may have been looking in these places a bit early. Last time I passed Mango early evening there were at least 3 moderate to quite good looking girls outside, although I did not stare for too long. To my taste of course which is small natural face with cute nose and I don't care if skin is not white. I was really surprised as was above the standard I expect for PSE type shops. Maybe not all see looks the same way. I did not check out the full line up inside. I had never seen more than 1 or 2 at SW of a high standard. Was probably a quiet day as had been raining and not a weekend. Obviously you have to hit the shop when best looking girls are not busy. I can't really say when that is as lacking the experience.

I've been at Candy massage a couple of times in the past 2 weeks early (just after opening) and saw Candy before her makeup was applied. Looked fine to me. Granted she looks better with makeup on but that's true for almost all women.

I doubt you'll find any fixed venues or escort services with black women, after all, it's illegal for them and way too obvious.

I have had dozens of sessions at the likes of Mango, Snow White, Tulip, Cherry, and a couple of others and never had a situation where a girl who agreed to A+ reneged.
On the other hand, the last couple of times I went to Mango, very few of the girls raised their hand when asked who did anal. For me Mango used to be the go-to place for PSE A+ experiences; maybe things are changing.
