Bangalore in any case you will be ripped as Quality is always lower than the Pricing.
Kolkata, Quality is very very poor, even though pricing is better than Delhi.

Mongering perspective I would always prefer Delhi over any other cities. Even though are lot of scammers if you have the right digits you get every type and you could satisfy all your naughty kinks in Delhi without emptying your pocket.
