I have noticed that the times announced on the radio lately correspond to my watch / CP time instead of the 5 to 10 minute advance time that used to be the norm.

Some prominent businessmen have also stated publicly how embarrassed they often are about late colleagues when dealing with foreigners (who are punctual) and there is a general urging of pinoys to be on time.

Its only one rung above gritty street walkers as far as I could see. Think grubby mattress with no sheet in a hot dirty room in a dangerous (to tourists) neighbourhood.
