Price is OK, chica friendly, no extras for guests, the Jaragua Casino is just a stones throw away, the Mercur is a fine hotel, but it is not where the action is, the Lapsus and Girl House is on the same street as the Riazor, it is just a nice place to stay.

There is one 2 blocks down from Hotel Mecure before you get to Hard Rock Cafe. Open during the week not on Sunday. Sorry I forgot the name of the cigar store.

Mystik is located next door to Girl House. There always seems to be a lot of foot traffic and auto traffic until late at night.
If you want a quiet peaceful chica friendly hotel Jaguar Hotel/Studio is the place to stay. Rafael the owner speaks English and the staff is wonderful. I just returned from the DR staying at Jaguar.

Also, I would recomend staying at Hotel Riazor instead of Mistik.
I stayed there in June. Chica friendly. They just make a copy of the id.
More suspicious characters hanging around the chica houses next door to Mistik at night.
Try Hotel Riazor one block away. Don't stay in the balcony rooms. Too noisy.

You can't go wrong with that decision. Costa Rica and Rio are by far much better places than Santo Domingo. For first time visitors to the DR I always suggest Sosua. Santo Domingo is a very nice city if you know your way around town and are there for more than just chasing chicas.

With all due respect, since I have never been to CR, I nevertheless disagree. And I have been to Rio dozens of times. And while I love the place, SD is terrific.
All of the DR is great for guys like me (> 50 years old) who want to meet 20 somethings non pros (or semi pros) and have great sex. I had to fly through the DR on business a week or so ago, and I spent the first 2 nights with my 23 year old novia in Santiago. Yes, I had to do a little work a few years ago when I met her, but since then she has been nothing short of 100% compliant- and beautiful too. She fucks me 4-5 times per day, even when I have a hard on at 4:30 am and simply feel in the mood. I am getting little bored with her, but the vibe in the Gran Almirante casino is so hot, that I cannot imagine it would be hard to score there the next time I visit.
On Friday night, I was in Santo Domingo and I went searching with the cab driver recommended a while back by TITS N TOES (his name is Luiz), and with his help, I picked up a 22 year old medical student who practically fucked me to death. She was 34D/24/36, had one baby in the past and was the wettest vagina I have tasted in many years. Luiz is a mixed bag, incidentally. He delivered, exactly as TNT promised, basically asking every women I liked in the street to check me out. He also has a phone filled with the phone numbers of girls he has recruited before. None are technically hookers, although all are looking for a little cash and/or a novio. About half of the women he introduced me to would have gone back to the hotel with me, I was in no mood to score with just anyone. Luis GUARANTEES success, and I believe him, as Dominicanas define the term "loose moral character". Sooner or later, someone was bound to show up.
In any case, after cruising in his car for nearly an hour (he spent the entire time calling women on his cell phone, most of whom were uninterested) we parked and then stood in front of a bar for 15 minutes, with Luiz calling over any girl who was pretty to me to come and chat. Most were already with other men, and I immediately decided it wasn't worth the risk of a fight. When a mutually agreeable arrangement was possible, he suggested the three of us go to a bar (something called Macumba, I think, on Av. Venezuela), and then he proceeded to order a bottle of scotch, for which I was charged $90 (White Label). Incidentally, while in Macumba, a 20 something hard bodied girl tried to pick me up. I had the sense that it is easy to find freebies there. I feared for my life for a few minutes when the bill arrived, as I did not have the cash. There was never any reason to believe I was supposed to buy the entire bottle, and certainly the price was ridiculous. I was ready to kill Luis, but then I returned to my hotel and fucked my 22 year old for about two hours, and all was forgiven.
Unlike dealing with hookers, Luiz makes most of the profits (I paid him $60 for three hours; he asked for $100 and I simply told him I didn't have the cash after the bottle of scotch. He kept the bottle, by the way, even though White Label is about as tasty as varnish).
As a strategy for continuing on with non-pros, I always ask the girls I have just fucked if they have friends for me. This serves two purposes: first, they know I am not in love with them, and have no intention of sending them cash (otherwise they will all ask). Second, they usually send a 20 something friend, and everyone is happy. I have fucked several women who are friends of former non pros, and I suspect that if I lived in the DR (and could keep the process rolling), I would never have to go hunting again.
Luiz sonds like the stereotypical Dominican hustler to me. Give em an inch and he'll gnaw your hand off. Lets do the math here.

I paid 250 pesos for a small presidente in the Jaragua Casino, with a tip, it was like 8 dollars. I went to one disco and a few bars. To buy a bottle of vodka at the discoteca L.E.D. was over one hundred dollars. I live in New York and the nightlife prices in Santo Domingo are on par with some places in New York City. I didn't see too many people ordering bottles of rum. Mostly Grey Goose or Belvedere Vodka and some Scotch. But like any city there are always less expensive places to get a drink. A nicer, more popular bar or club can get away with charging more. I bought a large bottle of presidente in a colmado for 70 pesos, three times less than what the Jaragua charges for a small beer. Sometimes you have to pay for the location and the ambiance. I don't drink rum, but it is cheap in the Dominican Republic. The better clubs, discos and bars in Santo Domingo will charge more. There are less expensive bars in Santo Domingo but they may not be as glamorous or populated with the higher end Dominicans.

There is a bakery netx to Discovery hotel on Independencia Ave near the El Conde entrance that sells jumbo (32 oz.) Presidentes for $2. Colmadones (small grocery stores) around the city near the touristic area sells at similar prices.
Makumba disco have Presidente happy hours, 5 large ones for 200 pesos (near $6) once or twice a week. This disco is supposed to be unexpensive so I think $90 for a bottle of liquor is too much.
La Parada, an open terrace near el Jaragua is a nice place to hang at night, large beers 95 pesos always very cold. Some pretty girls as waitress, I think some of them also works at La Parada massage house which is next to the bar.
There are vendors at the sea side of el malecon who sells unexpensive drinks too.
Pacos and D'Luis Parrillada have moderate prices.
Jaragua, Mercure, Hard Rock Cafe drinks are expensive.

After you have slept with a 20 something Dominicana, how do you broach the subject with her? When? In the morning kissing goodbye? By phone? What are your words, what is your attitude? How do you deal with her objections -- "Don't you care for me?" etc etc.
Please describe the exact process by which you can say "Hook me up with one of your friends?" I'm sure I'm not the only one who wants to learn.
