Sucks when they shut down the Tochkas on the Garden ring. Still they can usually be found somewhere frequently on the way to the airport, Himki if memory serves me right. You need to negotiate better with the cabbies and you should not use a real cab.

If you do not have a Business visa you should have the cities or a tour program enlisted on your visa (with a reference number).
Usually if you are one or two weeks in Moscow and want to add St. Petersburg there will be no problem, but outer cities might be a problem.
Mind that thre have been a tight restriction on visia systems for UE citizens..
