This is one of the things that makes Shanghai different from other Chinese cities, including Beijing. In Beijing, there are several reliable outcall agencies that are foreigner-friendly that provided gals at your price point, but that doesn't exist in Shanghai as far as I know. Plus, you have to add taxi fee, and the gals usually expect that to be 200 rmb. His suggestions for finding girls are also good. Both have the same situation re Chinese high rollers attracting 5-6 girls to their tables, thus eliminating the availability of many girls.
