They are unable to process
Solid waste as in toilet paper, tissue of any kind, etc. In their sewage disposal systems. They do the absolute minimum, and in many instances, do nothing to process the sludge. In addition, the waste runoff of the favelas goes untreated straight into the ocean. It is not a matter of cleaning up, but a matter of stopping untreated waste from going into the ocean, rivers, lagoons, etc. No way they are getting these problems fixed before or after the games. Too much bureaucracy and corruption getting in the way of progress.
The very first time I went to Rio, I ate some sushi and became violently ill about halfway through the trip. I was afraid that the rest of the time I had would be ruined, but luckily for me I recovered after only a day. Never again have I eaten sushi in Rio. I hope they can clean up the city in time for the Olympics, or else there's going to be a lot of embarrassed officials. I just saw a story on the news today about how the waters off of Copacabana Beach are dangerously contaminated with human waste matter.
