I Stayed there many moons ago and it was not chica friendly but things change. I have visited the casino many times as well and the bar for live music. Jaragua is definitely the better choice. Right on the Malecon. Largest casino in Dr. Three other casinos right next door. Casino gives good change rate. Oasis is about a10 minute Uber. The Blue Mall is in Piantini. Mostly apartments and restaurants. Nothing to do at night.
