You can but I don't know why you would. You can use a ATM in the Airport and even if you need to get your dick wet immediately you can simply try an entertainment venue directly until you get your sim.

However, if you want a better rate, exchange most of it at TT money exchange in Pattaya. Getting the SIM card is also cheaper in Pattaya but if you can't or won't pay for roaming to get you from the airport to Pattaya just to use for emergencies, I would still get the SIM card at the airport and change enough money there to get you to Pattaya. For example 5000 baht. Then change the rest in Pattaya.

This is not BAD advice per say. But maybe a discount is in order. Half baht off.
