And it's a violation if the prostitute creates a public nuisance, etc, etc, etc, etc.

Which is precisely why the acts governing prostitution are so long. If the act itself were illegal, it could be handled by a paragraph.

Compare those acts with the relevant Thai law regarding speeding in a motor vehicle. It is covered by a single, short, paragraph, Section 67, of that statute. 48 words in total. Speeding is illegal.
