Prostitution is defined as the exchange of sexual acts or services for money, valuables, or other forms of compensation.

Prostitution in Thailand is not Legal! It exists in a grey area of the law where under certain conditions it is not of interest to the state and under other conditions it is considered illegal. The video from an American Attorney who is not a member of the bar in Thailand said this. The specific phrased use was: not of interest to the state under certain conditions namely behind closed doors, between two consenting adults. That is a very specific condition under which Thailand will not pursue criminal action for Prostitution.

I will not accept him saying that Prostitution is Legal in Thailand. Why? Because it isn't. He cannot produce a single legal opinion that says it is. A basic principle of penal codes worldwide is that everything not forbidden by statute is permitted. No penal code anywhere lists what is legal. It makes no sense to think they would.

As you have repeatedly pointed out, there is nothing in Thai law that states that consenting adults paying for sex, I. E. , engaging in prostitution, is illegal. Therefore is is legal. Thai law does say that various peripheral activities associated with prostitution are illegal. Or in some cases, age related for example, prostitution is illegal. And it's a violation if the prostitute creates a public nuisance, etc, etc, etc, etc.

Which is precisely why the acts governing prostitution are so long. If the act itself were illegal, it could be handled by a paragraph.

Compare those acts with the relevant Thai law regarding speeding in a motor vehicle. It is covered by a single, short, paragraph, Section 67, of that statute. 48 words in total. Speeding is illegal.
