One question is, would decriminalization of commercial sex work in what would then be legal prostitution establishments of bars, clubs, shops, brothels, etc in Thailand be a good or a bad thing for the market.

Prostitution is NOT legal in Thailand. So, the bill being proposed is to make it legal.

I assume it would provide more protections and benefits for the sex workers in those venues as mentioned in the article. But then they would be getting taxed on their official and presumably tracked and monitored incomes.

Right now because of the lack of status legal work for sex workers they are not recognized as having legal recourse against employers. Taxes are the price EVERYONE pays for a orderly society.
