Even though its not European some cities in the Middle East have the best selection of women.

Dubai: Mongering scene is insane. You can get Thai's for as cheap as 6 k to getting Russians, Ukrainians and Turks for 20 k to 30 k. You can go to clubs in Hotels like Ramee and Hyatt Deira, pay a cover of around 4 k or 5 k and the place is filled with women. Just negotiate your price and take her to your hotel. You have to be a little discreet though because the law is against this kind of things. Some hotels and free with these things and some are a bit uptight. Just do a quick read of the Dubai forum before you go.

Bahrain: This also has a similar scene to Dubai though not as expensive. Clubbing you will encounter mostly Thais and other East Asians but there are a few interesting "hotels" where things are a lot easier. Just check in and order "room service" if you will.
