There is no binary. YES / NO. Answer to your question. STDs are transmitted when all the conditions of transmission are met. STDs like Syphilis can transmit through Oral sex if the syphilis sore (called Chancre) comes in contact with the uninfected partner. As far as HIV goes, BJ / Oral is generally considered safe with only a theoretical risk (But still a risk) of transmission. E. g. If the infected partner who has dental problems resulting in blood (which may not be visible) being present in the saliva gives BJ to an uninfected male who has some kind of breach on the penis (Sore, cut etc.), the virus could enter the body. Similarly, an HIV infected male with bleeding gums could pass the HIV virus to an uninfected female during DATY. Also, presence of one STD increases the chances of another STD being transmitted. E. g. If one partner has and STD like Syphilis or an outbreak of HSV and the other partner one has HIV, the virus can enter the body through the sores that may be present.

In a nutshell, presence of STD / HIV in one partner does not always guarantee transmission. It merely puts the other partner at risk, which, depending on the stage of disease and other conditions can be very high. It's better not to take any chances.
