Based on reading few posts on this forum on making safe calls without being tracked few suggestions were made. Then I bought $5 skype credit subscription which claims you can call from anywhere in the world. I bought skype credit and when I tried calling mobile am getting same message that you can't make calls from skype to mobile from India to India (even with skype credits). I lost already $10 and its useless. Anybody is able to make calls with skype credits from India to India (skype to mobile). Any other hack / trick / app or anything else is possible where you can make calls from an app to mobile from India to India and it should mark your call from abroad and hides your identity (with reasonable budget of course).

I use Opera Free VPN on my phone to trick Skype into believing that my origin isn't India while making local calls. Within India VoIP isn't supported as per Govt. Rules. In my case, I was on VPN throughout, right from downloading Skype app to creating account or paying money.
