Use local bitcoins. It is really smooth there. You have to create an account there.

Select a seller, do the transaction using gpay or phone pe, (you can chat with the seller as well). Confirm that you have paid the amount and they will release bit coins to your account.

Even I faced same issue, what I did was, purchased ETH from wazrix (Indian wallet) and later send it to Coinbase wallet then converted it to bitcoin later sent to ISG, you need to pay transaction fees so add 300 rs extra. I totally added 2100 and sent 1800 and 200 transaction fees, rest 100 still in Coinbase wallet hope it reached 2 k next year so that I can purchase subscription again LOL.
